.15-2 Assisted Living Manager Training--Basic Course.

The assisted living manager's training shall include the following courses:

A. Philosophy of assisted living, 2 hours, including:

(1) Philosophy and background of assisted living and aging in place;

(2) Objectives and principles of assisted living resident programs;

(3) Comparison of assisted living to other residential programs;

(4) Basic concepts of choice, independence, privacy, individuality, and dignity; and

(5) Normalization of the environment;

B. Aging process and its impact, 4 hours, including:

(1) Physical;

(2) Psychosocial;

(3) Basic needs of the elderly and disabled; and

(4) Activities of daily living;

C. Assessment and level of care waiver, 6 hours, including:

(1) Purpose and process;

(2) Guidelines for conducting assessments;

(3) Level of care assessments; and

(4) Collaboration with case manager and delegating nurse;

D. Service planning, 6 hours, including:

(1) Required services;

(2) Enhanced scope of services;

(3) Development of individualized service plans;

(4) Scheduling of appropriate activities;

(5) Structure of activities;

(6) Care notes; and

(7) Collaboration with case manager and delegating nurse;

E. Clinical management, 20 hours, including:

(1) Role of the delegating nurse;

(2) Appropriate nurse delegation;

(3) Concept of self-administration of medications;

(4) Concept of medication management;

(5) Assistance with self-administration of medications;

(6) Administration of medications;

(7) Coordination of services and care providers;

(8) Collaboration with case manager and delegating nurse;

(9) Preventing medication errors;

(10) Patient safety;

(11) Medication monitoring;

(12) Pharmacy consultation;

(13) Medication storage;

(14) Infection control;

(15) Standard precautions;

(16) Appropriate staffing patterns;

(17) Pressure sores;

(18) Effective pain management;

(19) Basic first aid;

(20) Cardiopulmonary resuscitation (CPR); and

(21) Substance abuse;

F. Admission and discharge criteria, 4 hours, including:

(1) Overview of criteria for admission and discharge;

(2) Resident contracts;

(3) Resident rights;

(4) Financial management of resident's funds; and

(5) Working with families of residents;

G. Nutrition and food safety, 8 hours, including:

(1) Menu and meal planning;

(2) Basic nutritional needs;

(3) Safe food handling;

(4) Preventing food-borne illnesses;

(5) Therapeutic diets; and

(6) Dehydration;

H. Dementia, mental health, and behavior management, 12 hours, including:

(1) An overview consisting of:

(a) Description of normal aging and conditions causing cognitive impairment;

(b) Description of normal aging and conditions causing mental illness;

(c) Risk factors for cognitive impairment;

(d) Risk factors for mental illness;

(e) Health conditions that affect cognitive impairment;

(f) Health conditions that affect mental illness;

(g) Early identification and intervention for cognitive impairment;

(h) Early identification and intervention for mental illness; and

(i) Procedures for reporting cognitive, behavioral, and mood changes;

(2) Effective communication consisting of:

(a) Effect of cognitive impairment on expressive and receptive communication;

(b) Effect of mental illness on expressive and receptive communication;

(c) Effective communication technique, including verbal, nonverbal, tone and volume of voice, and word choice; and

(d) Environmental stimuli and influences on communication, including setting, noise, and visual cues;

(3) Behavioral intervention consisting of:

(a) Identifying and interpreting behavioral symptoms;

(b) Problem solving for appropriate intervention;

(c) Risk factors and safety precautions to protect other residents and the individual;

(d) De-escalation techniques; and

(e) Collaboration with case manager or delegating nurse;

(4) Making activities meaningful consisting of:

(a) Understanding the therapeutic role of activities;

(b) Creating opportunities for activities, including productive, leisure, and self-care; and

(c) Structuring the day;

(5) Staff and family interaction consisting of:

(a) Building a partnership for goal-directed care;

(b) Understanding family needs; and

(c) Effective communication between family and staff;

(6) Managing staff stress consisting of:

(a) Understanding the impact of stress on job performance, staff relations, and overall facility environment;

(b) Identification of stress triggers;

(c) Self-care skills;

(d) De-escalating techniques; and

(e) Devising support systems and action plans;

I. End of life care, 4 hours, including:

(1) Advanced directives;

(2) Hospice care;

(3) Power of attorney;

(4) Appointment of a health care agent;

(5) Living will;

(6) Pain management;

(7) Providing comfort and dignity; and

(8) Supporting the family;

J. Management and operation, 4 hours, including:

(1) Role of the assisted living manager;

(2) Overview of accounting, accounts payable, and accounts receivable;

(3) The revenue cycle and budgeting;

(4) The basics of financial statements;

(5) Hiring and training of staff;

(6) Developing personnel policies and procedures;

(7) Census development; and

(8) Marketing;

K. Emergency planning, 4 hours, including:

(1) Fire, disaster, and emergency preparedness;

(2) Occupational Safety and Health Administration (OSHA) requirements;

(3) Maintaining the building, grounds, and equipment;

(4) Elopements;

(5) Transfers to the hospital;

(6) Evacuations;

(7) Power outages;

(8) Severe weather;

(9) Fire;

(10) Emergency response systems; and

(11) Security systems;

L. Quality assistance, 4 hours, including:

(1) Incident report processes; and

(2) Quality improvement processes;

M. Survey process, 2 hours, including:

(1) State statutes and regulations;

(2) What to expect during a survey; and

(3) Documentation.
